Schwarzenegger To Be Sworn in as Governor Monday

RENAY SAN MIGUEL, CNN ANCHOR: Arnold Schwarzenegger will be sworn in Monday as California's 38th governor. Our Miguel Marquez says there are high hopes and a measure of skepticism as Californians look at Schwarzenegger's agenda for his first 100 days.
(BEGIN VIDEOTAPE)
UNIDENTIFIED MALE: A certificate of election to go to Mr. Schwarzenegger.
MIGUEL MARQUEZ, CNN CORRESPONDENT: With that, it's done. The California recall vote is officially certified, and Arnold Schwarzenegger's celebrity life gives way to public office.
UNIDENTIFIED MALE: Ideally, he'll take the enthusiasm that has helped him to get elected, and hopefully he'll be able to exert some kind of leadership.
MARQUEZ: Schwarzenegger will take the oath of office to become the 38th governor of California on the west steps of the capital in Sacramento. A first step for an administration sure to come under scrutiny.
BILL PARENT, UCLA SCHOOL OF PUBLIC POLICY: The governor goes through his first budget cycle. It is going to be like a year of graduate school for him. And that's going to be a weakness, because he's going to have to be the broker between a lot of strong interests.
MARQUEZ: During the transition, Schwarzenegger, a Republican, appointed conservatives and liberals to serve in his cabinet.
PARENT: It's a very talented group of people that he brought in. Very talented and experienced. They've just never worked together. And that's going to be the challenge.
MARQUEZ: Even some of Schwarzenegger's celebrity friends from the other side of the political fence are hoping the new governor will make a difference.
ROBERT REDFORD, ACTOR: I think we should give him a chance, but I also thing we need to watch carefully, because we've seen in the past differences between promises and delivery.
MARQUEZ: And one promise many Californians want to see fulfilled?
UNIDENTIFIED FEMALE: I would very much like to see him improve the job market.
MARQUEZ (on camera): Hollywood star power meets political history in Sacramento about 11:00 a.m. Pacific Time Monday morning. About 8,000 invitees and some 500 reporters will be there as the Schwarzenegger political era begins.
