KYRA PHILLIPS, CNN ANCHOR: In Pakistan, a sweep by security forces precedes a nationally broadcast address by President Pervez Musharraf. He's expected to outline new counterterrorism measures.

CNN's Tom Mintier is in Islamabad.

TOM MINTIER, CNN CORRESPONDENT: In preparation for the speech, police in Pakistan made a major roundup around Karachi. More than 250 Muslim extremists were arrested by police, and they searched the religious schools, or the madrases, and even some mosques looking for weapons and making arrests.

It is a preview to a speech that has been much anticipated around the world, no one quite sure what the details are or how far it will go. Everyone is wondering if it will ease the tensions between India and Pakistan that currently exist, tensions that have been heightened by the buildup of Indian troops among the line of control in Kashmir.

No one is saying if this speech will basically cool things down totally, but everyone is wondering if it will cool things off just a little bit. There is a great deal of interest in this speech. President George W. Bush of the United States is supposedly going to be watching, as well as Colin Powell, the U.S. secretary of state, who is expected here in Islamabad and Delhi next week.

I'm Tom Mintier, CNN, Islamabad, Pakistan.
