Twelve Deaths Attributed to Remnants of Allison

DONNA KELLEY, CNN ANCHOR: Along the Gulf Coast, the remnants of Tropical Storm Allison have killed at least a dozen people in Texas and Louisiana and caused an estimated one billion dollars in damage in Houston alone.

CNN's national correspondent Brian Cabell is following the developments in that city -- Brian.

BRIAN CABELL, CNN CORRESPONDENT: Good afternoon, Donna. We're seeing something rather unusual here in Houston this afternoon, and that is the sun. It's made an appearance here. We've had some rain showers from time to time, but the water clearly is receding now. The flooding is going down as Allison makes her way east. Houston's mayor, as you said, indicated $1 billion damage, 12 people dead in Texas.

The airports are open, however, and highways and roads, some of which were blocked yesterday, many of them are open again, but some remain blocked. We are at a north Houston neighborhood right now where people were able to get by early this morning by walking through the water on a water.

But now, police are not letting them back. We've talked to mothers who say their children are stuck in their homes back there, and the mothers can't get back, so they're upset. This has been some looting, four instances of looting, but for the most part, it's been isolated. It appears that the worse is over here, Donna, it's just a matter of all the clean-up that lies ahead. Back to you.
