ANDERSON COOPER, CNN ANCHOR: It is 64,000 square feet and costs more than $14 million, and we're not talking about Barbra Streisand's Malibu digs. This is a palace for pooches looking for a little TLC. CNN's Elaine Quijano visits a shelter that is giving canines something to lick their noses about.
(BEGIN VIDEOTAPE)

ELAINE QUIJANO, CNN CORRESPONDENT (voice-over): It's an oasis of tranquility where the music minus painful high and low tones mingled with meowing -- and the clients are mostly four-legged.

UNIDENTIFIED MALE: This facility is really a dream come true.

QUIJANO: The dream consists of 64,000 square feet, costs $14.2 million, and was created by the Richmond, Virginia Society for the Prevention of Cruelty to Animals. The goal, to make this shelter experience less traumatic for animals and less depressing for humans.

ERIN URBAN, SHELTER VISITOR: It's much more cheerful and much more welcoming here.

QUIJANO: Erin Urban met her dog Guinness here in one of 11 so- called dog living rooms, which allow for better bonding than cages.

(on camera): Not every dog makes it into one of these living areas right away. In fact, shelter officials in choosing which dogs to showcase, usually look for the ones considered difficult to adopt.

UNIDENTIFIED FEMALE: The fellows who are a little bit older, who are not pure bred, who are darker in color.

QUIJANO (voice-over): In the back, even the traditional dog kennels are large. For felines, cat condos and cotillions keep them on display while still providing plenty of places to hide.

Natural light pours in from sky lights, an on-site clinic helps to ensure the animals' health, and upstairs is a dog playground, where staffers also hold training classes that exercise the dogs.

The hope, that it's easier to see a cat or dog's pet potential when the animal is happier, healthier and in a pleasant setting.
