California Election Officials to Determine Order of Candidates on Ballot by Lottery

FREDRICKA WHITFIELD, CNN ANCHOR: Arnold Schwarzenegger may be the leading man in his movies, but he's just one of 155 people vying for the top political spot in California. That's how many candidates have filed papers to run in the race to replace Governor Gray Davis. For a look at the crowded field, let's turn to Kelly Wallace, who's in Los Angeles -- Kelly.
KELLY WALLACE, CNN CORRESPONDENT: Fredricka, election officials will literally do a lottery tomorrow to determine the order the names will appear on this October 7 ballot. Californians will have to decide two questions; number one, should governor Gray Davis be recalled? If they say yes, then they must determine who should take his place.
Now, according to yesterday's CNN/"TIME" poll, the first real snapshot since Arnold Schwarzenegger said he is in this race, Schwarzenegger is leading the pack right now of the replacement candidates. But he and his campaign are just beginning to face the tough questions of any political race. In fact, in the next hour his campaign aides will be releasing his tax return. His strategy right now appears to be running against Gray Davis. That was the message from Schwarzenegger's co-chair of his campaign, the former Republican governor of California.

PETE WILSON, FORMER CALIFORNIA GOVERNOR: In fact, what he has done is not deal with an irresponsible legislature that has engaged in limitless spending. They spent through the surplus that we left them. They then spent themselves into a hole. $38 billion.

WALLACE: And Governor Wilson talking about the Democrats and Governor Gray Davis. Now, in an exclusive interview yesterday, Governor Davis told us that his strategy will be to say that the recall is wrong, that it is a waste of taxpayer dollars and that it is also not the way that Democracy is supposed to work. He got a boost this morning from a woman who is viewed as the most popular Democrat in this state.

SEN. DIANE FEINSTEIN (D), CALIFORNIA: This is not good for the state. The uncertainty, the instability that's created is not a positive thing. We don't need to take two months out for a kind of circus of an election. Just say no. There's a $67 million Californians don't need to spend.

WALLACE: Now, Feinstein is not in this race, even as a write-in candidate, she says, but one Democrat is. Governor Gray Davis's number two, Lieutenant Governor Cruz Bustamante. He says he will urge Democrats to vote no when it comes to recalling Davis. But he says he's also telling them to vote for him, for Cruz Bustamante, just in case governor Gray Davis is recalled.
Right now, Fredricka, the Democrats do have their work cut out for them because according, again, to that CNN/"TIME" poll, registered voters, 54 percent in California, saying they would recall Governor Davis if that election happened to be held today -- Fredricka.
